The prequalification model follows IOGP Report 423 (HSE management — guidelines for working together
in a contract environment), ISO 45001:2018 (clause 8.1.4 — procurement, contractors & outsourcing)
and the ILO-OSH 2001 framework. Contractors are scored against nine weighted criteria (0–4 rating each);
the weighted score determines the grade and approval status. Safety statistics use the OSHA
TRIR (recordable cases × 200,000 / hours worked) and LTIF (LTIs × 1,000,000 / hours worked) formulas.
